With low scoring the order of the day - leader Jason Dufner equalled the major record with a 63 to finish nine under - Woods could only add a 70 to his opening 71 to remain one over par.
Woods went to the turn in one-under after recovering from a bogey at the second with birdies at four and five.
But three bogeys on the back nine against two birdies meant he failed to build any sort of momentum.
The 37-year-old has won five times this season, including an eighth Bridgestone Invitational by seven shots on Sunday, but the last of his 14 major titles came back in the 2008 US Open.
"Obviously I'm going to have to put together a really good weekend," Woods said.
"I'm going to have to do my job and shoot a good round but then again, I'm so far back that if the leaders go ahead and run off with it and shoot a low one I'm going to be pretty far behind."
Woods had started the tournament as the clear 4/1 favourite but Sky Bet have pushed his odds all the way out to 50/1 going into the weekend.
